Dr. Jennifer Wild, President and CEO

Dr. Wild has a Doctorate of Education in Human Resource Development from The George Washington University, a Masters of Education from Boston University and a Bachelor of Arts from Michigan State University. Dr. Wild has designed national training programs and organizational change endeavors and developed learning partnerships, organizational assessments, workshops, seminars, and conferences for educational institutions, industry and government.

Her work has taken her from Alexandria, Egypt to Yokohama, Japan. In addition, Dr. Wild has been an Adjunct Professor in Human Resource Development and Management Science at The George Washington University and has taught at the Marymount University’s School of Business Administration in Virginia. Dr. Wild is a certified Executive Coach. She was an International Advisor to the Youth Employment Summit Campaign, was past President of Executive Women International (DC Chapter), and was a Board Member of the prestigious Embassy Series of Washington, DC. Dr. Wild is a seasoned Organization Development (OD) practitioner with over 25 years of experience. Her most significant accomplishments, however, are as businesswomen. Prior to founding API, Dr. Wild was co-founder of three successful companies: Wild Consulting, Women in Leadership and Learning (WILL), and Applied Technology Systems Inc. (ATSI.) As President of ATSI, she helped grow the company from a six figure support contractor for the Department of Labor’s Office of Job Corps to a 30 million dollar Job Corps center operator with over 500 employees. As a part of this endeavor she coached not only external clients from various organizations, but also her own executive staff. Her OD and business expertise brings a unique advantage to her executive coaching skills.

Her current company, Alternate Perspectives, Inc., is the culmination of her business savvy and experience and a reflection of her personal motto: “Do well and do good.” She is an avid equestrian and enjoys time with her horses Rosa Isabella (Rosie) and Joker’s Wild (Joker) in Leesburg, Virginia.

William “Bill” Matteo, Chief Operating Officer

Mr. Matteo has worked in the Job Corps program for 30 years in various capacities at both the center and corporate levels. He received his Bachelor’s degree in Secondary Education and a Master’s degree in Counselor Education from the University of Scranton in Pennsylvania. Mr. Matteo began his Job Corps career in 1984 as an academic instructor at the Keystone Job Corps Center in Drums, PA. Since then, he has held progressively responsible positions at the supervisory, managerial and director levels, including manager of academics and social development, deputy director of programs, director of career development services, and center director. Mr. Matteo’s Job Corps corporate experience includes the positions of manager of education and training, director of programs and marketing, and director of Job Corps operations. He has acquired a wealth of experience in the design, development and implementation of center training and career development services, the formulation and implementation of operational policies and procedures, financial management, program performance management, business development, marketing and procurement.

Over the last eight years, Mr. Matteo has played a key role assisting the National Office of Job Corps as a project director and support contractor in program development, working on a number of major national initiatives and efforts. He served as Project Director for the National Office of Job Corps’ Student and Staff Training Support contract, a five-year, multi-million dollar project to support the development and implementation of a Standards-Based Education and Training System, a major, systemic transformation of the program’s pedagogy and delivery system. In this position, he managed and provided quality control for a team of high-level staff, consultants, and subcontractors spanning the areas of: research and analysis; strategic planning; development of educational standards, curriculum, and assessments; and staff training and professional development. Mr. Matteo serves as the Chief Operating Officer for Alternate Perspectives Inc. (API).

Ms. Betty Breen, Chief Financial Officer

Ms. Breen serves as API’s Chief Financial Officer and brings over 40 years of experience in government contracting, accounting services, and financial consulting. She has been working with the Job Corps program since 2000. Besides her work with API, Ms., Breen has served as an evaluator/auditor of the Block Grants that were received by San Diego County by Health and Human Services (HHS). Ms. Breen is very familiar with SAM, the FAR and the new RFP. Ms. Breen is responsible for the following for API:
